Promoter Analysis Programs?

Hello Fellow Netters,

I have a question as to whether anyone has ever run across a program or a
web site which is capable of analyzing, based on DNA sequence, potential
cis-regulatory elements in mammalian promoters.  It seems that a database
equipped with a list of transcription factors and their consensus binding
sites could accomplish this, but I've never heard of one.  Anybody know if
one's out there?
