help needed with gene library

Hi,
We are looking into some genes from Pseudomonas gingivalis.
One of the planned strategies is the construction of a gene library.
Would any of you know what are relative advantages and disadvantages 
of genomic versus cDNA libraries for Procaryotes?  Is the transient nature of 
bacterial mRNA a real obstacle for the construction of cDNA library?
