I may be able to help-

The answer is yes, if you mean by "cDNA gene bank" a 'cDNA library' which 
is, by definition, prepared from mRNA ie. it is not a genomic library.

The mRNA was extracted at the time of floral induction. I also know of 
someone with a tobacco cell (culture) library.
