On your list of things you tried, I didn't see any mention of water
quality. It is possible that DNases in your resuspension water have
destroyed your primers (yes, there are such a thing as ssDNases). It is
recommended to filter sterilize AND autoclave AND UV irradiate water used
in the PCR process and reagents used in the PCR process.
Sorry, you may have to re-order those primers. Have you tried running
them on a high concentration gel to make sure they are still the right
size?
