Blunt end cutter that cuts outside recognition sequence? I'm not sure if there is such a thing, but does anyone know of any

After looking in my Guide http://www.atcg.com/atcg/  and seeing that 
there are none that are commercially available in the US, I suggest that 
you check the Rebase database at NEB http://www.neb.com  If you find one 
that is not commercially available you can look up the source and try to 
produce some yourself.
