transposon mutagenesis

I am wondering if anyone knows of a transposon that definitely causes polar
mutations in E.coli. I need to mutatate upstream genes and determine whether
they have any effect on the transcription of my gene of interest which is
downstream. Basically I need to determine if my gene is part of an operon. I
know of cases in E.coli where genes that are part of one operon were disrupted
with Tn5, which did not cause polar effects.
