about transformation of DNA into E.Coli

Somebody mentioned something about transformation of bacteria (with
plasmids) without having to resort to shocking the cells at 37-42 C, and
simply by leaving the cells on ice for 3 min. I have not come across any
such method so far. Has anybody tried this? Is it an established method?
How does it work? Does it mean that the 15-20 min on ice followed by HS
can simply be cut down to just 3 min on ice? I would like some reference to
this protocol.
