DNA-binding protein question

Does anyone know about DNA-binding proteins that affect the activity
of the RNA polymerase complex during transcription, not on the
effective binding of the complex on the TATA-box or related sequence?

What I would be looking for is an explanation for a mRNA that lacks
most of the 3' untranslated region, but still gets expressed in the
cell.

There seems to be no splicing signal in the appropriate region, and no
polyadenylation signal either.
