denaturing DNA in 0.12Mpb

HI
	I am having trouble denaturing 40ug of DNA, it is resuspended in 0.12M
phosphate buffer (this i can not change) after 10 minutes in boiling
water there is still a lot of DNA that has not denatured.

So any ideas>>>>>>>>>I need at least 95% denaturation.....
