RNA ligase

Dear Netters,


I would like to know more about the enzymology of RNA ligase, Could
anyone  give me good refrence for the use of this enzyme ? 

Is there by any way one could cap, i.e , add few stretch of
nucleotide at the 5' end of mRNA ?  Any suggestions, however wild
would be welcome!!!!!!!!
