DNA dried to filter paper

I received some plasmid DNA dried to a small piece of filter paper with
instructions to resuspend it in TE and transform.  I have never done or
heard of this (DNA being dried to filter paper). Can anyone share any
advice on how to do this other than the obvious?  Any help would be
greatly appreciated.
