Stubborn DNA during resuspension

I'm confused.Can someone please tell me which fact is true?
Difficulty in DNA resuspension of Genomic DNA ie even after heating at 
55C for 30 acceptable?
That the purer the Genomic DNA the harder to resuspend?
Resuspension of Genomic DNA is viscous.
Can carbohydrate percipitate along with DNA during Ethanol percipitation?
