Cosmid vectors question

I need to construct a good cosmid library with an average size of the insert 
of 35-45 kb. My questions are:
     What is the best cosmid vector for this purpose?
     Where I can obtain those vectors?
     What is the best E.coli strain for cloning of cosmids and where I can get               
     one?
