In search of a way to compare nubcleotide sequences with GenBank data.

I would like to know how I may gain access to GenBank data, or for that 
matter, download the program ( any, like BLAST ) that enables me to 
compare sequences ( stired on a disk )with existing GenBank data.

I am really quite illiterate when it comes to such matters involving the 
use of the internet and FTP. 

Would really appreciate if anyone can help.
