cDNA library

According to established protocol(Hoffnan method), cDNA library is 
generated by 
attachment of poly C to the 3' end of cDNA by Tdt. Poly G added to 5' end 
of blunt-ended vector. My question is after they anneal, are there any 
extra step to fill in gaps left by differing number of nucleotide 
incorporated by Tdt, or not.
