Ken.
It is a good idea to dephophorylate vector ends because in most 
expression vectors there is no blue white screening.  Therefore your 
chances of getting background is less.  Otherwise you may have to screen 
lots of colonies before you find one with insert.  Even then your 
chances of getting the insert in right orientation is 50% (remember your 
insert can go in either orientation in blunt end ligations or with ends 
of single restriction enzyme) . So good luck.
