Yep it does (but less efficiently). However, I think most of the 
absorbtion at 260 in this case is coming from very small RNA fragments 
and in particular from single nucleosides/nucleotides.  These do not 
bind EtBr very well and hence don't fluoresce well at all, either in 
solution or on a gel.

Hence the discrepancies between the methods, and as you say, with 
fluorescence in solution probably being the most accurate.
