I think you are right.  The question is not whether you can draw a
diameter with unequal numbers of tubes on each side of it, but whether
the sums of the projection vectors on each arm of the diameter are
equal.  With three tubes you can, for example, have an unequal number of
tubes on each side of a diameter, but the rotor will still be balanced.
