DNA don't migrate...

If this DNA is not cut with any restriction enzymes or deliberately
sheared to small sizes, of course it's going to stick up in the top of
the well. 

What percentage gel are you trying to run this DNA in... and why are you
trying to run uncut genomic DNA in an agarose gel anyway?
