HELP, How do I control for (prevent) PCR recombination??

PCR recombination questions:

First the system:

two primers each specific for a different plasmid vector and both
vectors have about 1.3 kb homology to each other

theoretically only when the two vectors recombine can you amplify a 1.3
kb fragment (primers flank deletions in both vectors)

Problem is how to control PCR recombination and thus limit false
positives. 

Question:
1. What parameters should I play with to prevent PCR recombination?
