Q: diluting H2O2 - how to stabilize?

Hi all, 
For an ECL mix, I want to dilute H2O2 from a 30% stock. How can I 
make sure it won't degrade? The stock is stabilized with a certain 
amount of phosphate. I assume it's for keeping the pH in the right 
range. Should I use buffer of the same pH range for diluting or will 
water do the job? Or am I completely wrong?
