I hope that you saved those initial two trials with water (i.e. you did not
thow away the water you tried to suspend in). It is very likely that you have 
all the DNA you are goign to get in those two water samples. However, I agree
with the last comment, Try to suspend in a large volume, and then
repricipitate. If it still will not go into solution it probably isn't DNA.
