Commercially cut cosmid DNA

Is anyone aware of a commercial source of cut and phosphatased cosmid 
DNA?  Both Clontech and Stratgene sell pWE15 and/or Supercos, but not in 
the cut form.

Normally we would cut our own vectors but we are having serious water 
problems here at the moment and cloning efficiency is way down.  It's 
bad enough for simple cloning, but far too low for libraries.
