DNA Analysis software for PC

Does anyone know of good, reasonably cheap (under $700) general purpose DNA 
Sequence analysis software for PC computers. The programs should be able to 
do restriction site analysis, translations, and sequence comparisons at the 
minimum. (Or is this like asking for a one bedroom apartment in Manhattan for 
$500/Month??)  Thank you very much,
