Did you try to precipitate the DNA with one (1!) volume
of Ethanol?
I noticed that after cTAB (with 1 M NaCl) you can
reliably precipitate genomic DNA with the same 
volume of Ethanol.
By this, much less dirt co-precipitates and the DNA 
works well for PCR.
