Can dried-out DNA be dissolved ?

I had this problem a long time ago, and to the best of my recollection,
I could not dissolve the DNA no matter what I tried, which included
using a homogenizer as a final resort. But I wonder if an alkaline
solution would work, since DNA is acidic? Good luck!
