Detection of Prokaryotic terminators

How does one detect prokaryotic terminators in sequence data?  I can run
GCG stemloop to find stemloop structures but presumably having found them
I should run RNA folding software to find the energies of the structures.
How much of the sequence should I put into the folding software, just the
region around the stemloop structures or more of the transcript?  I have
not been able to find any WWW servers which search specifically for
terminators.
