Triethylammonium bicarbonate solution has almost exactly that pH. As far
as I know it is not commercially available:  the solid would be too
volatile.  It is easily removed by rotory evaporation or lyophilization.

But..... you need to make it by bubbling CO2 through triethylamine in
water.

I could send the procedure if you wish to pursue this.
