Why should 3M NaAc be justed to pH5.2 for DNA ethanol precipitation?

While precipitating CIP treated DNA, the pH of NaAc should be 7.0. It is to prevent EDTA from 
co-precipitating with DNA. But why should NaAc be pH5.2 in common precipitation.
