control in cRT-PCR

Hi,
I'm interesting in competitive RT-PCR. I want to use a RNAr probe as a
constitutive  control. But I asked me if 
	-it is neccesary to make an RNA competitor for it? And then to do the
experiments so as my samples.
or 	-just a simply non quantitative RT-PCR then adjusted the
amounts of products by the levels of amplified DNA for ARNr

or others methods? 

What is the best, practice and rigorous method for using a such
constitutive control?
