type II restriction enzymes

I have seen a while ago the use of a type II restriction enzyme in
cloning. This was used to create defined cohesive ends at will in any 
DNA sequence. I am quite sure that I have even seen a kit based on this 
principle. Does anybody have the information or have used such an
approach?
