UV X-linking is notorius for its low yield.
make your probe as hot as possible, use as much protein and 
DNA as you can fit into, say, 100 ul.
better is to do chemical crosslinking. try Mol Mic 22 (96) 
919 and J Bac 179 (forgot the year) 3528
there's a Meth Enzymol volume on X-linking too.
