Reference gene for RT-PCR in dividing vs. non-dividing cells?

We would like to perform RT-PCR to compare the expression of
developmentally important genes in some cell lines before and after the
blockade of cell division. However, it seems that the level of expression
of the genes generally used as endogenous reference, such as beta-actin,
cyclophilin or GADPH, vary with the  cell cycle and therefore they are not
suitable for use as reference in this situation. Would anybody have
suggestions what genes could be used instead?
