protein passes through membrane!?

I dont have experience with the CHAPS buffer system, but Methanol
usually enhances  binding to the membrane, I would try to increase the
Methanol concentration to 20%. Some people have good  experience for
small proteins with "fixing" the gel with glutaraldyhyde prior to
transfer (sounds ridiculous, but apparantly it works).
I also think you could give PDVF membranes a try.
