It was an example of what to do when one of the bases runs out, as the
example below was of what to do when another base runs out.  It reduces
the number of re-rolls requried as the number of available bases drops. 
Using the original system, by the time you get to 2 bases (not unlikely
in, for example, a very GC rich region) only 1/3 of the rolls produces a
useful result.
