Primers reassemble

Hi, there,

I am trying to reassemble my 20 68bp overlapping primers, the first round 
PCR looks normal, I got smearing bands from 2 kb to 500bp (my PCR product 
will be 1.4 kb), but I  got either smearing or short PCR bands on my second 
PCR. Any suggestions?
