For starters, make sure your gel is not the source of the problem - stain 
up a gel and see if that is smeared too.  Agreed about heat being a 
problem: At constant voltage, check the current - it shoudln't be more than 
about 250mA, and will of course rise if the temperature of your blot 
chamber does.
