Prepping Synergel/Agarose

I've been having difficulty preparing 3% Synergel/Agarose. The synergel refuses to dissolve despite significant boiling in the microwave. I have attempted dissolving it in DI water followed by addition to TE buffered agarose. Secondly, salt-like deposits form on top of my gels, even though the volume of the soln has not changed significantly.
