transfection of linear DNA

Hi,
I was told that when you transfect linear DNA into mammalian cells, they
are able to religate the ends, resulting in a circular plasmid, and that
this is quite efficient? Is that true? I thougth that if you want to
produce a stable cell-line linear DNA will be more efficiently
integrated, however, if the former statement is true this makes no
sense.
What do you think?
