1/5X TE for long term storage of genomic DNA

Is the DNA frozen or at 4C?  The critical thing is the inhibition of 
DNAses - and that's a function of the EDTA so you should be fine.  If 
you're freezing small aliquots then you might get away with pure, 
unbuffered water.
