If you've only got a single band on the extract gel, it most certainly
wouldn't be RNA... Use a control to make sure your enzymes are functional.
Cut up your extracted lambda as well as the original lambda DNA.

23kb seems small for a viable phage, but I have heard of viable phages being
produced from smaller DNA.  Were your phage viable?
