drawing structure

You are wise not to use photoshop or even powerpoint for this task.  What 
you need is a vector based drawing program, such as Adobe Illustrator. here 
u can draw circles, give the 3D effect if u like, color them with solids or 
gradients, and other limitless possiblilites. You can start with one and 
duplicate exponentially, to as many thousands as u want and arrange them as 
you like.  good luck.
