H. flu resistence

As participant in the excellent QC'scheme from Collindale in London we
recieve bacterial strains for susceptibility testing. A few times we
have recieved Haemophilus influenzae resistent to ampicillin, but beta-
lactamase NEGATIVE.
As these strains repeatedly give us problems with our usual disc
diffusion method, I would like to know if it is a rare phenomenon, or do
they really pose a clinical problem somewhere in the world?
I know of course that the betalactamaseproducing strains is a major
problem in several places.
