Pneumonic Plague at Surat, India, of Last Year

Does anybody have special information about the alleged pneumonic plague 
that occurred at Surat, India, last year? For instance, what happened at 
the outbreak of the so-called plague, what caused the authorities and the 
newspeople to react in ways one could definitely call hysterical, was 
there in fact any bacteria involved, which were they, and were they at 
any time dangerous?

This information is going to be used as research for a TV-documentary at 
Danmarks Radio, the Danish national TV-corporation.
