 The cyanobacterial toxins are likely a protection from grazing by
zooplankton.  They have activity against them, and it would make sense
to leave them inside cells which costs much less than releasing them
generally to the environment.  They are likely one of the few single
celled organisms that make allelochemicals, because they are one of the
few that bloom.  This strategy will not work unless you are a numerical
dominant.
