Dear friend,

I think making the hepatitis B vaccine is a very difficult 
process.  It took pharmaceutical companies years to develop.
Moreover, the virus itself cannot be grown in tissue culture.
You need to clone its gene and put it in an organism like 
yeast for protein expression.

This is very difficult to do.
