Does anybody know a suitable site where I could access past issues of 
the Federal Register. I am after an issue containing the following:

Federal Register. 1988. Nisin preparation: affirmation of GRAS status 
as a direct human food ingredient. 53: 11247 - 1125. Food and Drug 
Administration 21CFR.

No library in this country subscribes to this governmental 
publication.
