IS element database?

Dear microbiology readers,

I'm looking for an IS element naming database, ie a place where 
I (or any user) could 'register' an IS number for a given 
insertion element. I recall seeing something from ASM, but no 
official "body" doing this.  Have I missed something with my 
WWW searches?
