Safe levels of Fecal Coliforms in soil

I found out that my septic system is leaking onto a neighbors property. He
told me that the soil on his property would need to be dug up, sent to a
toxic waste dump and replaced. He told me that the following levels were
observed on his property
        9000  Fecal Coliforms MPN/grams (wet weight)
        78.15% Solids
        12,000 Fecal Coliforms MPN/grams (dry weight)
Is this a health hazard? If so, what needs to be done to remedy the
situation? Please respond to the group. Thank you.
