sugar-free soda

I thought artificial sugar was so sweet that it take a very small amount to
make diet soda. (Headt that from my college teacher who said artificial
sugar bag that is used for coffe is mostly an unreactive filler) So IF that
is true wouldn't it make so few artificial sugar available to the bacteria
to feed upon that it would be insignificant?
